TOPIC:
“Trends in Police Use of Force in America”
Issues surrounding police use-of –force have been challenging police executives since emergence of modernized
policing. Today, police use-of-force remains one of the most volatile issues in the profession, and has potential to
influence public trust and define the tenure of a police executive. Therefore, it is imperative that police leaders keep
abreast of the latest information surrounding this critically important topic. The goal of the session is to provide police
executives with contemporary use-of-force issues that will aid them in making more informed decisions in this sensitive
area.
Presenter: Joshua A. Ederheimer (Capt. Metropolitan PD Ret.) Commanded Second Police District and Operational
Support Teams, which included the Narcotics, Tactical, Auto Theft Teams. Capt. Ederheimer retired form MPD to
become Director of the Police Executive Research Forum (PERF) and later returned to MPD and serves as Director of
Training under newly appointed Police Chief Cathy L Lanier. Josh has written extensively , has published numerous
books , publications, and technical reports on the use of force.

Senator James N. Robey, District 13, Howard County since January 10, 2007. Senator Robey was Howard County
Executive from 1998 to 2006 and was Chief of Police, Howard County from 1991 to 1998. President, Maryland Chief
Association 1992.
Senator Robey distinguished career’s brings a wealth of knowledge from the Law Enforcement and Political Perspective’s
that Police Executives could learn from.

Bill Carey was responsible for the safety and integrity of New Jersey’s casino industry. Bill is currently employed as the
Executive Director of Surveillance for Tropicanna Casino & Resort in Atlantic City.
The Honorable Judge C.Philip Nichols Jr….Judge Nichols is an Associate Judge, Prince George’s County Circuit Court,
7th Judicial Circuit since 1992.Capt.,U.S. Navel Reserve (Ret.) Senior Reserve Military Judge U.S. Navel-Marine Corps
Court of Criminal Appeals. Faculty, JHU, Division of Public Safety Leadership. Testified on numerous occasions before
Committee’s of the U.S. Congress and featured on ABC’s Good Morning America.
Gary Merline (Ret. Director)…Director of the Atlantic County Dept. of Public Safety, Division of Adult Detention. Ten
years experience in Atlantic City Casino Security Industry. Currently serving as Adjunct Instructor for both Atlantic Cape
Community College and Wilmington University.
